Policy only works if the workforce can deliver it

Curio works with departments, agencies and standards authorities on the professional learning that turns a policy or a new curriculum into something practitioners can actually do.

The problem

Reach and rigour usually trade against each other

Government learning has a scale problem that most organisations never face. A new curriculum, framework or standard has to reach every practitioner in a jurisdiction, in settings that vary enormously, with no ability to pick a friendly pilot group and stop there.

The usual answer is to broadcast: a document, a webinar, a recording. It reaches everyone and changes very little, which is the pattern we describe in our work on why professional learning does not change practice.

We design system-scale professional learning that still respects what practitioners already know, and build the delivery platform underneath it so the reach does not come at the cost of the rigour.

Where we help

Curriculum and framework rollout

Turning a new curriculum, standard or framework into professional learning practitioners can apply, rather than a document they are told to read.

System-scale delivery

Reaching an entire jurisdiction without flattening the learning to the lowest common denominator, including migration of existing programs onto a platform that can carry them.

Evidence-based practice resources

Practical resources grounded in the evidence base, designed for the realities of the setting rather than the ideal version of it.

On-demand and blended models

Programs that work for practitioners who cannot leave their post for a day, without giving up the parts that need people in a room together.

Procurement-ready delivery

Working inside public sector procurement, accessibility and records requirements from the start, not retrofitting them at the end.

Measuring whether it landed

Building in a way to tell whether practice actually changed, which is the question a department is eventually asked and rarely equipped to answer.
